2024 SOLAIRE NA BOARD 


Charles Aquino- President 

Charles has lived in Solaire/Roseville for 2 years.  He has over 15 years of public service, currently works in the financial industry, and possesses a BS in Criminal Justice. He is a family man.


Since serving as Solaire’s President, he has been tapped by RCONA to assist with maintaining their website once it has been overhauled.  He has met and collaborated with various city and county elected officials, and worked with various city departments to address neighborhood issues and concerns.  Additionally, the Solaire Neighborhood Association has continuously been praised by the RCONA Board and other Neighborhood Reps, at the monthly board meetings, due to its impressive progress as an NA.  Charles is highly motivated  to continue to serve as the Solaire Neighborhood Association’s President and is highly motivated to serve his community and make Solaire the shining star of west Roseville it deserves to be, by collaborating with other RCONA neighborhoods and community groups.  His goals are to continue to foster a safe, lively and interactive neighborhood that is welcoming to all.  He is very proud of what the Association has accomplished in the short time since its inception and founding  dating back in June 2023. He takes pride in his work and his work is far from done.



Joseph Surin- Vice President 

Joseph Surin is a retired Master Sergeant.  He completed a 21-year career with the U.S. Air Force.  Aside from dedicated military career, he is also Le Cordon Bleu trained.  Joseph currently works for the Department of Veterans Affairs National Cemetery Administration.  He has lived in Solaire/Roseville for 3 years and wants to promote community involvement and togetherness within the neighborhood. He seeks to continue serving as Vice President to see his goals through.



Erika Aquino- Secretary

Erika is seeking to fill the position for secretary.  She has lived in Roseville for 2 years. She has a BS in Biology and works at a local hospital as a Phlebotomist/Lab Assistant. She loves helping people. Her goal is to provide community service as well as making sure the Association stays on path in achieving its goals.



Stephanie Lovell- Treasurer 

Stephanie is an educator and possesses a  BA in Liberal Studies, multiple subjects credential and a Master’s in Teaching.  She works for a school district within our region and has lived in Roseville for 2 years.  She currently serves on her school’s pre-school board as well.  She says her goal is to make this a great community to live in.  



Ellen Springer- Member- At- Large 

Ellen is a Land Agent and works for a local public utilities agency and possesses a BS from Sacramento State University.  She has lived in Roseville for nearly 6 years and also serves as a Commissioner on the City of Roseville Public Utilities Commission. Her goal for being on the this board is to promote safety and encourage neighborhood interaction amongst neighbors.  


Nicole Mcneil Smith- Member- At- Large

Nicole previously served on the board as a MAL in 2023. We welcome her back to the team!
